四 | 聚焦重点事半功倍。种植牙耗材是种牙花销“大头”，自然成为治理焦点。目前，公立医疗机构采购高端品牌种植体价格在4000元至6000元每套。至于民营医疗机构，种植体采购价格更是极不透明。媒体曾报道，高价种植体近一半的成本用于“铺市场”，“流通过程存在价格虚高空间”是不争的事实。巨大的“隐性成本”引发患者强烈质疑，“灰色公关”更引起有关部门高度重视，种植牙耗材的价格“水分”必须好好挤一挤!即将实施的集中带量采购，是医保部门放出的“大招”。《通知》强调，精心组织开展种植牙耗材集中采购，由四川省医疗保障局牵头组建种植牙耗材省际采购联盟，各省份均应参加。“种植牙采购联盟”具有三大特点，一是首次对医保目录外高值医用耗材进行集中带量采购，二是首次明确鼓励要求民营医疗机构参加的集采，三是首个覆盖全国31个省市区在内的最大的医用耗材采购联盟。集中采购有利于发挥规模优势，将对种植牙耗材展开“灵魂砍价”，压缩中间环节和流通成本，惠及更多患者。同时，还将采取多家中选的方式，优化供应链条，更好匹配患者和临床所需，确保口腔种植服务质量稳定、种植体供应充足。
五 | 优质的种植牙服务更离不开优秀的牙科医生。尊重医务人员的专业付出，是合理规范收费的另一标尺。《通知》明确，三级公立医院种植牙医疗服务价格全流程调控目标为4500元。这一调控目标是有关部门经过认真调研、广泛征求意见后确定的，不仅体现了医生技术的“含金量”、有利于保障医务人员的积极性，而且剑指巧立名目乱收费、体现公立医院公益性。站在患者角度，全流程服务指导价囊括各个诊查、诊疗项目，符合患者降低整体种牙支出的合理预期。公布种植牙全流程调控标准，公开透明收费，更便于社会监督。如何引导和规范民营种植牙机构，同样引人瞩目。
六 | 民营医疗机构实行自主定价，不意味着其经营不需要监管。有关部门公布公立医疗机构全流程医疗服务价格，会对民营医疗机构产生直接或间接的传导作用。地方医保局网站还将公布种植牙集采报量率高、中选产品使用率高、主动承诺接受价格全流程调控、评价排名靠前的民营医疗机构，公众会据此理性选择、“用脚投票”。
七 | 对民营医疗机构来说，要多为患者着想，减少不必要的成本，确保种植牙质量，践行社会责任，才能站稳脚跟。一分部署，九分落实。
八 | 各级医疗保障部门要坚持以人民为中心理念，高度重视专项治理工作，履行全行业医药价格管理职责，促使种植牙服务价格回归理性，更好保障公众口腔健康，让群众笑口常开。
